이런 index 파일이 없는 경우입니다.


httpd.conf 파일에서

/usr/local/jakarta-tomcat/webapps/ROOT
에 대해서

Options FollowSymLinks Multiviews

이 설정되어있나 보세요..
또한

DirectoryIndex index.php index.jsp index.html index.html.var

이것도 확인해 보세요.
